Deputed in Directorate General of Gas to assist Government of Pakistan in economic and financial analysis relating to gas sector, gas pricing and policy development.Specific areas of responsibility are as under:
•Wellhead gas costing, Consumer gas pricing
I workout the well head gas prices applicable to various gas fields in Pakistan.I also workout out and recommend the consumers’ gas prices.
•Review/analyze and reporting of impact of petroleum policies and prices on various sectors and industries.
•Performance evaluation and financial statement analysis of state owned enterprises in gas sector
•Development/monitoring of performance benchmark for gas utility companies
(recently submitted a comprehensive analytical report to GoP on HR cost benchmarks for Gas Utility Companies in Pakistan)
•Development/maintenance of financial/analytical models.Developed following models for MPNR:
oWellhead gas pricing model (Model works out wellhead prices for all the wellheads in Pakistan.The model is also being used to workout changes in overall cost of gas and its impact on consumer gas prices)
oConsumer gas pricing model (Model was developed to simulate gas pricing options, work out the retail tariffs for gas in the country, rework prescribed prices of gas, forecasting and loading of Gas Development Surcharge to various sectors)
oSubsidy working model (Model was developed to review domestic sector subsidy, rationalize domestic sector slabs and to analyze various pricing options to eliminate subsidy)
oGas demand/supply model(Model is based on econometric analysis of gas demand and was developed to analyze gas demand/supply position in the country)
oGas load management model(This model is based on linear programming techniques and assists in gas load management keeping in view the fuel oil availability and domestic sector demand)
•Reviewing and reporting of energy sector statistics
•Evaluation of ‘Gas Price Agreements’
•Handling of economic/financial models like LPG demand model, CNG economic analysis model etc. developed by various consultants
