1. - Engineering.
• Conceptual, basic and detailed engineering projects for refineries and petrochemical plants

• Supervision of X-ray inspection teams at laying of 24” and 36” oil and gas pipelines working at Veracruz and Tabasco states.
3. - Offshore.
• Supervision of X-ray inspection teams during laying of 24”, 36” and 48” oil and gas pipelines at Campeche Bay and 2 Bocas, Tab., working onboard of:
“LB-323”, “LB- Meaders” and “Chocktaw II”.
• Launching of sub-sea structures (jackets), and drive piling works.
Super structures (decks and platforms), lifting and installation.
Process and auxiliary equipment installation and interconnecting.
Logistic of resources: materials, equipment and personnel.
Activities were performed working onboard of 2,000 Tons. Derrick
Crane barges “Sarita” and “Berge Worker”.
• Hyperbaric Welds supervision.
- Welder’s qualification.
- Welds procedure review.
Inspection, Maintenance and Repair.
Diving inspection with Non-Destructive testing of pipelines,
crossings, sub-sea structures and risers.
- Magnetic particle.
- Ultrasonic.
- Cathodic protection measurements.
Activities were performed working onboard of “DV Tarasco” and “Mazahua”, with surface and saturation diving systems at Campeche Bay, Tuxpan, Ver., Tampico, Tamps. and Ensenada, B.C.N.

4. - Technical Training.
Technical training development and administration courses for 2 Pemex team’s with12 offshore supervisors each, courses encompassed:
- Human relationships.
- Surface and saturation diving systems procedures.
- First aid principles.
- Non-destructive testing reporting and procedures.
- Hyperbaric welds.
- Project management
5. - Offshore Operations Management.
- Answering and negotiating RFQ/RFP
- Administration of diving, construction and maintenance contracts.
- Monthly operations budget management.
- Invoicing and collecting.
- Liaison with Pemex management at different levels and locations.
Management assignments were at: Cd. Del Carmen, Camp. Tuxpan, Ver., and Tampico, Tamps.

Civil Enginneering career with 3 years course work on Business Adnministration and Marketing

1). – 20 years of Operations and Project Management experience.
EMR (Engineering, Maintenance and Repair) contracts management of oil offshore facilities, offshore operations control and management, bids and proposals presentations and negotiations, liaison with Customer (Pemex) at different technical and operational management levels.

EPC (Engineering, Procurement and Construction) contracts administration of industrial plants, construction management, preparing tendering documentation (SOW), vendor’s selection and development, quality control monitoring and management of As-Built documentation.

Large scale Turn Key projects management, for Microwave, Cellular and Wireless services, budgeting, scheduling and cost - tracking reports, contracts negotiation and procurement, assisting on written proposals, project milestones and customer satisfaction, answering RFP/RFQ, attending project needs to private and government carriers and equipment manufacturers.
