Main responsibilities:
1. Reviews international health, safety and environmental regulations and various industry standards for interpretation, implementation and compliance.
2. Maintains complete understanding of the application of the Safety Management System, Chinese regulations and industry standards to ensure concepts, principals and standards are applied.
3. Is consulted and advises offshore management and personnel on various practices and procedures covering health, safety and environmental stewardship.
4. Monitors effectiveness of permit to work system and is involved in the issuing of permits throughout the facility. These permits cover hot work, confined space entry, general work, safety system bypass, electrical, scaffolding construction, radiography operation etc.
5. Prioritizes tasks to develop a critical task inventory with offshore management to further develop Job Safety Analyzes for specific tasks conducted offshore.
6. Conducting site inspections and job safety analysis/hazard assessments to determine if health and safety standards are being met - for appropriate procurement and application of personal protective and safety equipment and for the development of necessary Safe Operating Procedures.
7. Conducting incident investigations to determine root cause(s) and contributory factors; the reporting of findings to the management and suggestions for follow-up actions aimed at preventing a reoccurrence.
8. Coordinating or conducting training sessions for all employees when required by, or as applicable toward, company operations and needs and/or regulatory requirements.
9. Attends and assists with preparation and conducting offshore safety meetings and daily work plan meetings.
10. Recommends establishment of fire teams and fire emergency procedures and serves on the emergency response team.
11. Serves as helideck landing officer (HLO) responsible for helideck management.
