Responsibilities
1. Develop and prepare contract documents such as instruction to bidders, special conditions and general conditions of contract, scope of work, pricing schedule, contract agreements etc.
2. Pre-qualification of vendors / contractors for major supplies and services.
3. Negotiate and finalize of terms and conditions of contract for material and services.
4. Procurement of materials and services from global sources including selection of vendors, preparing bid documents, inviting bids, techno – commercial evaluation of bids, negotiation, ordering, risk management, post award PO administration, cost control & change management, supplier performance measurement.
5. MIS reporting for contracts & procurement to senior management, project management committee, client etc.
6. Providing specialist purchasing services for the procurement of materials, equipment, spares, consumables and/ or services in order to ensure the best value materials, goods and services are obtained, in the right quantities and at the right time to satisfy the client’s ongoing needs for current and planned operations and expansion activities.
7. Oversee the basic procurement process of receiving the Mat. Requests from Engineering/ DEC (Detail Engg. Consultant), issue RFQ (Request for Quote) to the approved suppliers as per the project vendors list, receive bids, commercial evaluation and issue the Purchase orders to the successful bidder. Also if required co-ordinate with vendors for timely submission of offers, visit vendors shops if necessary to see the capability, specifically if the vendor is new one.
8. Supervise activities for developing new sources for the benefit of the company to achieve savings / improve delivered values through use of new and alternate sources, alternate products. Propose improvements to existing methods of procurement. Identifying and developing alternate vendor source for achieving cost effective purchases of materials and out sourcing requirements.
9. Handling of Foreign purchase orders including negotiation of terms specific to overseas orders, initiation of letter of credits, logistics including foreign inland movement, ocean/air freight, nomination of freight forwarder, Customs Clearance and related documentation etc.
