Procurement Manager

Project procurement manager/senior position in the oil and gas, civil construction in the GCC countries.

- Experience with various vendors and suppliers worldwide: Europe, North America, Latin America, Middle East (KSA, Qatar, UAE, Oman), Europe and south Asia (mainly China, South Korea, Japan, Malaysia and Singapore)
- Experience with the technical specifications of worldwide major oil and gas companies e.g. Shell, Petrobras, ARAMCO, Qatar Gas, Petronas, ZADCO…etc
- Very good knowledge of materials and equipment for the oil and gas industry.
- Experience with vendors selection and audit worldwide, all through QA/QC procedures, and establishment of company approved vendors list to be updated on a regular basis.
- Experience with large size projects in the oil and gas branch, with good budget and schedule achievements.
- Speak and write Arabic, French, English and Dutch at professional level.
- Expertise in writing overall supply chain and specific project procurement execution plans/procedures/strategies.
- Very good negotiation skills and deep knowledge of project international commercial terms and conditions / contracts / law + its applications and restrictions, good experience with Middle East countries (e.g. UAE, KSA) law and European (e.g. UK and the Netherlands) law.
- Experience in preparing Frame agreements with strategic vendors for long term policy.
- Good computer literacy, accurate in electronic and hard copy filing.
- Good experience with logistics, airfreight, seafreight and road transport, custom clearance procedures of European countries, Middle East-Gulf countries
- Accurate sense in presentation, reports preparation, internal and external communication with vendors and clients.
- Very good management level of personnel from various cultures e.g. North America, Europe and Asia (mainly India, the Pilipines and Pakistani).
- Good in working under pressure while managing time and resources efficiently.

1986-1991 Engineer in Mechanical Engineering, University of Technology in Algeria
1993-1994 Bachelor Degree in the management applied to Leisure/Recreation/Tourism projects, at WICE Center of Excellence at the Christelijke Hogeschool Noord-Nederland (North Christian School) in the Netherlands, with internship at the University of Calgary, Canada.
Willing to follow trainings, courses and studies.

Engineering degree in Mechanical Engineering.
