Superintendent- Contracts/Procurement:
ƒÞ Lead the Procurement Specialists in a meeting with Operating Unit Representatives to prepare a Contracting Plan consist of all Planned Service Requests, to validate the proposed tender process, the requested Contract Commencement date, and owner estimate.
ƒÞ Be a representative from Procurement Operations Department in the Contract Review Committee (CRC) consists of high level management to review and assess all Contracting Plans submitted, and provide contracting relevant information to the meeting.
ƒÞ Execute all Contracting Plan approved by CRC by assigning to the relevant Procurement Specialists for further handling.
ƒÞ Direct, coordinate, and supervise/monitor the administrations and strategy on how the contract tender/exhibit documents are developed in accordance with the approved Contracting Plan.
ƒÞ Ensure technical specification and performance expectations are established and coordinate contract implementation into effective planning of detailed operations and related activities, aimed at achieving optimum and economical operations.
ƒÞ Coordinate, along with the contract managers, development of a specific strategy for each contract for all major services in assigned areas of responsibility.
ƒÞ Develop, achieve client buy-in, and continuously improve: standards, tracking tools, Business Process and Procedures, templates, and best practices, for assigned contracting areas to support effective contractor management.
ƒÞ Work closely with the tender/direct selection committee to ensure contracting processes are conducted fairly and that contractors are properly selected in compliance with all government regulations, company's requirements, and the contractor management program standards.
ƒÞ Handle dispute resolution for commercial issues in all major contracts in assigned areas; facilitate dispute resolution of operational and performance issues between contractor and contract users.
ƒÞ Use the ERP: MIMS Mincom Information Management Systems (MIMS) then replaced with JD Edwards & Ariba for Contracting process/implementation Management.
ƒÞ Ensure the agreed Performance Metric including but not limited to % Contracting Plan executed on time, reportable savings is met.
