•Formulate the Operations Manual of the Center to include procurement, finance and personnel administration to conform to the standards of an international organization;

His management skill is honed by his exposure to teaching where he started his professional life as college instructor in Notre Dame University for eight years. His efficiency was also refined upon his employment in the Department of Agrarian Reform-RXII as a Chief Agrarian Reform Program Officer and for the most, as a National Project Director of the STARCM, an EU funded project. He is further primed by his experience as a Consultant of the International-based ASEAN Centre for Biodiversity (ACB).

His more than fifteen (15) years of actual field engagement in cross-cultural environment and rural development works for the implementation of support physical infrastructure, institutional strengthening, cooperative development, livelihood projects and micro financing also largely manifests his superb competence.
