Professional Experience
Los Angeles County, Department of Public Works (LACDPW) – Senior Civil Engineer (1994 to Present)
My current position consists of heading the Environmental Programs Development Section and managing the solid waste fund (over 65 million dollars in annual budget) for the Los Angeles County. I have the executive oversight of more than 50 engineers and administrators, providing new programs for all 11 million residents in the Los Angeles County, managing the development and implementation of all construction environmental centers, and developing and implementing complex environmental projects.
I am responsible for preparing and administering consultant contracts involved in the construction and project delivery stages. Some of my recent senior management projects include developing a strategic plan for the Los Angeles County to address environmental issues for over 11 million residents. This includes creating and implementing recycling programs, implementing various environmental technology projects, conducting marketing and outreach projects, and giving the delegated authority to manage and audit the solid waste fund for the Los Angeles County.
Some of my former assignments included the responsibility to develop a project management framework for the Los Angeles County that is currently utilized by over 4,000 engineers. I was also responsible for managing various multi-million dollars seismic construction projects in the field of water resources, developing the sediment management strategic plan for the Los Angeles County, managing a team of traffic engineers in charge of designing and constructing traffic signals and studies, and working with various government agencies and law makers to address proposed policies and emergency planning projects.
The challenge has been developing a sustainable correct mix of technical, management, and professional skills that match market demand for the engineering management and consulting competencies. To meet this challenge, I provide staff support to executive management. I ensure implementing a team collaborate leadership.
