Mohamed El Moctar O M Hacen is an international consultant providing in-depth policy analysis and strategy development for governments, international organisations, companies, and non-governmental organisations. He specialises in providing practical advice to clients and in helping to build partnerships across sectors. He has a strong in interest strategic studies, reforms, project evaluation and monitoring, environmental and socio-economic studies, and governance and anti-corruption work in the extractive industries and energy.


With a background of more than twenty years progressive experience in Governmental affairs (as a Minister of Petroleum and Mines in Mauritania), in the World Bank, in the extractive industry, in the private sector, and in the energy sector, he is able to provide a uniquely non-aligned, unbiased and pragmatic approach to development of policy and strategy and an independent opinion on project evaluation and monitoring. In all aspects of his work he focuses on ensuring that analysis and policy is strongly rooted in political reality and on what can be practicably implemented.
