Operation Engineer / Area Engineer, Oil Movement at PARCO- MCR
Routine and non-routine Operation Management of Oil Movement Section comprising of following facilities;
A. Pipeline Operation: Operation of Crude / multiproduct cross-country pipelines through PLC and SCADA systems
B. Tank Farm Area / Bulk Sulfur: Storage of Crude, Intermediate Product, Blending Component and Finished Product storage (LPG, Motor Gasoline, HOBC, Jet A-1, JP-8, SKO, HSD, LDO, Fuel Oil) Sulfur Storage, loading
C. Blending Operation: Gasoline, HOBC, Jet A-1, JP-8, HSD, LDO and Furnace Oil blending operation.
D. Finished Product Transfer: LPG and POL product Truck Loading and Pipe line transfer to local Terminals and installation of Oil Marketing Companies.

Present Assignment
Management of Oil Movement Operation;

A): Modifications / Improvements

1. Initiation, defining and carrying out technical studies for improvements, changes and modifications through Management of Change (MOC) procedure. Participation in HAZOP for proposed modifications and preparation of modification packages.
2. Raising Purchase Requisitions / Service Requisitions with all supporting documents e.g. drawings, specifications, measurements etc. for modifications and other jobs. Inspection and receiving of purchased material. Bids / Tender Documents preparation, Evaluation of Bids, Presentation to Evaluation Committee (IEC Note)
3. Area preparation for modifications and Execution of modification. Monitoring of modification project activities. Punch List Preparing, verification after punch item killing.
4. Preparation of HSE improvement plan on annual basis, monitoring and implementation. Conducting of Safety and housekeeping audits with HSE Deptt. Investigation of Nearmiss / incidents and Quality Related Incidents (QRIs)
5. Planning and execution of cleaning activity for tanks containing sludge or no sludge.

SPECIAL ASSIGNMENTS AND ACHIVEMENTS

1. Additional FO Loading Arrangement:
Review, Implementation and commissioning of “Additional FO Loading Arrangement” project.
2. Mogas Vapor Recovery Loading Arms:
Installation and commissioning for replacement of existing two loading arms with vapor recovery loading arms for Mogas.

3. Tanks Service Change / Tank Cleaning:
Initiation, proposal and execution of piping modification for tank service change as per requirements of overall Production Plans / Dispatch Schedules. Planning and execution of cleaning activity of various tanks of HSD, SKO, Jet Fuels and St. Naphthta due to various purposes. Removal and safe disposal of recovered sludge


4. TEL (Tetra Ethyl Lead) Disposal Project:
Actively participated as a member of Team for TEL disposal Project executed by M/S OCTEL Environmental Limited. PARCO stopped using TEL in 2001. Remaining TEL in vessel and TEL blending plant was disposed off safely.

5 Implementation of IMS (Integrated Management System)
• Steering committee member from Oil Movement Section for IMS (based on ISO-9001, ISO-14001, OHSAS-18001) Project implemented in 2005;
• Internal Auditor for IMS. Conducted internal audits in various departments of the Refinery. Coordinated with External Auditors during Certification and Surveillance Audits by M/S SGS.
