QA/QC Engineer / Manager / Turnover Engineer / Manager

To manage overall process of QA/QC and Plant Turnover in accordance to Project and Client requirements.

General

More than 17 years working experience in various Oil and Gas, Petrochemical, Power Plant and Oleo chemical construction industries. Involved in various activities such as fabrication, erection, commissioning and handover in various discipline such as Piping, Mechanical, Instrument, Electrical, Civil and etc. Implementing, Controlling, and Expediting punch list items in proper manageable systems. Capability to Build Access Database to control overall activities. Specialized in Piping and Mechanical Test Package Preparation, Compilation, Co-ordination and Expedite by using Access Database or other related software. Document Control and distribution management.
Ability in takeover job responsibilities at any stage of construction.
Management of QA/QC activities until Plant handover to client as per Contract requirements and applicable Quality Management System (QMS) or implement new Quality Management System. Perform Quality Audit as per ISO 9000:2000 requirement. Implementation of ISO system in Construction. Prepare Procedures and Quality Plans (Inspection and Test Plan) as per Project and Contract requirement. Managing the Vendors and site construction Sub-Contractors to implement Quality system within their scope of work. Co-ordinate and conduct Factory Acceptance Test (FAT) and Site Acceptance Test (SAT).Perform compliance audit on Vendor/Sub-Contractor to contract requirement prior to awarding and be involved in vendor/Sub-contractor selection on Quality point of view. Identify Project Bottlenecks and implement rectifications.
Knowledgeable in Third Party and Local Authorities’ requirements and inspections and implement Quality Systems accordingly. Plan manpower requirements for QC and inspection activities. Prepare and control budget for QC and inspection activities in line with overall project budget and with cost control attitude. Knowledgeable in International Standards such as ASME B31.1 (Power Piping), ASME B31.3 (Process Piping), ASME IX, BS etc, and implement as required for the industries. Implement Flawless Start-up Management system.
Study and analyze Plant Handover and prepare Handover Data Structure to client at beginning of construction phase and implement to overall project. Co-ordinate inter discipline and department Handover. Co-ordinate and complete System Mechanical Completion (MC) and Ready for Start-up (RFSU).
