Electrical & Instrumentation cost estimator

Proposal engineer and cost estimator for all Instrument, telecommunication & light current and electrical activities in petroleum projects

Duties:
•Receiving the tender documents and reviewing of the general description of the work and the detail scope of work in advance to make the necessary documentation distribution.
•Distribute the documents among its concerned sectors/team members (in case if electrical engineer is the project coordinator).
•Reviewing and analyze the tender documents.
•arranging the site visit.
•In Case of EPC contracts I support and arrange with the engineering design team to calculate the estimated quantities / MTO form the conception design or the FEED within the tender documents (Quantity Surveying).
•Reviewing the contract general and special conditions.
•Studying and analyzing the project specifications, drawings, circulars, and addendums in order to have a proper way of estimate to allow competition.
•Coordinate between the company or the client / consultant if there are clarifications required.
•Start to calculate the direct cost for each item by analyzing the item into its basics (Material, Equipment &Manpower) using the construction data bases and the standard NORMS of material , manpower and equipment rates all conforming with the project specifications, project master schedule and the project conditions.
•Prepare the necessary package to get external quotations for the items, which intended to be subcontracted or externally supplied, and add it to the direct cost.
•Prepare the spreadsheets for subcontractors and suppliers to determine the best quotation could be taken within the cost study.
•Held a regular sessions with the other disciplines to see the progress of the estimate and to clear any suspended issues, which may prevent the estimate progress.
•Calculate the indirect cost/overheads (supervision, facilities, taxes, insurances, permits, license ... etc).
•Integrate the direct and indirect cost to get a final dry cost / budget for the project.
•Prepare the project overall estimated budget after analyzing all cost data in a format
•Review and discuss with management to determine the risk (profit + contingency) and get the final price.
•Collecting the proposal of the other project categories
•Preparing the final proposal in its final formats as per required by the tender documents (Commercial offer)
•In case of awarding the job, I share in the pre award meetings, negotiations till the contract signing.
