Professional Experience
During my professional career, apart from my close involvement with electricity sector restructure and regulatory issues, I planned, designed and/or supervised the construction of power generation plants, transmission lines and large distribution networks –these latter in medium and low voltage for urban and rural areas–; monitored progress; prepared projects, technical studies, technical specifications, terms of reference; participated and implemented procurement processes and technical appraisals; and was involved with a research program on generation from non-conventional renewable energy sources. Special mention requires my current position as the General Manager of the organization that plans and supervises the operation of the Dominican National Power System and coordinates the activity of its associated US$ 1.1 billion annual electricity market, where I am acquainted with different generation technologies, and with the operation of high voltage transmission networks.
Eductation
I hold three degrees in Electrical Power Engineering (BEng, MSc, PhD), and a degree in Business Administration (MBA with a Concentration in Finance.)
Certification
I have a long work experience in Latin America and the Caribbean –i.e., Peru and the Dominican Republic–, where I contributed to the implementation of electricity reforms, and worked for institutions with different roles such as law and energy policy maker, electricity and gas regulator, power system operator, generator and distribution companies. I have an in-depth background, education, and experience in functional areas of the energy sector as engineering, financial analysis, utility management, planning, strategy formulation, and reform.
