Career Objective
The deputy to the Procurement and Contracting General Services Officer and Procurement Supervisor. Supervises the efficient delivery of $40 million in local and overseas purchasing on behalf of 44 U.S. Government(USG) offices.
Professional Experience
22 Years of Experience with the US Government. Oversees staff preparation of written communication to Embassy offices and outside vendors for product information, pricing, or clarification of terms.
Guides staff on verbal negotiation of vendor offers for pricing, delivery, and contract terms. Reviews Agent requests for Embassy payment to vendors, including coordination with paying offices as required.
Develops and maintains a tracking system of delegated procurement activity. Assumes responsibility for daily follow up of delegated requests to assure prompt action.
Takes full responsibility for assuring that highly critical, urgent, or VIP associated requests are fulfilled in a timely and acceptable manner.
Writes, prepares, and supervises the execution of construction and service contract solicitations
Utilizes computer-generated glossaries to write, format and develop final contract solicitations. Assists in the supervision of maintenance contracts
Manages public solicitations, that are assigned including scheduling of deadlines, site visits, and pre bid conferences attended by selected bidders.
Evaluates solicitation and purchase order price and source selections to assure selection is in the best interests of the US Government and provides no appearance of impropriety. Performs price analyses and identifies experts for assistance in technical evaluation of offers.
Supervises procurement personnel and provides direction and feedback and ensures assigned procurement projects and tasks are completed accurately and within specified deadlines. Directs staff to provide procurement services by prioritizing incoming procurement requests to ensure accurate and timely completion of work, ensuring the efficient daily operation of the office and ensures accountability and adherence to State Department procurement guidelines.
Establishes performance measures, goals, objectives and priorities for the work unit. Evaluates employee work performance. Identifies and provides appropriate training where needed.
