Contracts & Procurement Professional

To get hired as an experienced Contracts & Procurement professional in a major E&P/EPC/PMC company.

A qualified professional with over 22 years experience in contracts management in the oil and gas industry both, offshore and onshore, presently working Qatar Petroleum, Qatar.

Possess good overall awareness of the emerging trends in the oil and gas industry, sound understanding of techno-commercial aspects, thorough knowledge of contractual terms and conditions for contracts, ability to work under pressure and strict deadlines, good interpersonal skills and strong professional ethics.

Majority experience has been with Oil & Natural Gas Corporation Ltd; India’s national oil company, and covers contracts management for both offshore and onshore areas. Offshore experience includes contracts management for basic engineering and lump sum EPC contracts for major engineering and construction projects in Mumbai High (Offshore) Re-development. Onshore experience involves management of Rate Contracts, Annual Maintenance Contracts, Service Contracts, Turnkey Revamp Contracts, etc. for onshore drilling operations. Job involves both pre-award and post award functions, as follows:

Pre-award:
• Processing management approvals for issue of tender
• Preparation of tender documents (excluding technical)
• Preparation of Bid Evaluation Criteria (BEC) and approval thereof from management
• Formulation of pre-qualification criteria
• Issue of tenders and managing the tendering process
• Issue of responses to clarification requests from bidders based on pre-bid meeting with prospective bidders
• Receipt and opening of bids
• Evaluation of contractual and commercial portions of the bids
• Clarification Discussions and Negotiations
• Processing approvals for award
• Issue of Letter of Intent / Letter of Award
• Finalisation of contract documents

Post-award
• Contract Administration
• Pre-qualification of subcontractors and vendors
• Certification of Payments
• Preparation and issue Variation to Contract, if required
• Claims / Change Order management
• Close-out

Exposure to various procurement processes such as Open Tenders, Classified Tenders, and Single Source Tenders. I also have on hand experience of Arbitration proceeding, arose due to dispute on the quality of supplied chemical required for offshore operations.
