Mr. Hawkins has more than 25 years experience in all aspects of Project Controls; Cost, Planning and Scheduling, Contract Administration, Risk Management, and Estimating, 18 years in a managerial or supervisory role. Project budgets ranging from $50MM to $2 Billion. He has performed strategic long range manpower planning, budget forecasting, P & L, and change management utilizing GAAP. Considered an expert in P3/P6. Maintained Sarbanes Oxley compliance on projects assigned. Utilizing both PC and Mainframe software, (i.e., Primavera P3 and P3e/c, P2, PERTmaster, @Risk, SAP, Timberline, Microsoft Excel, Word, Project, Access, JD Edwards, Kildrummy Cost Manager, EPCWorks, Prolog, and TRAC cost software)

AIR LIQUIDE (Houston, TX) — Director Project Controls, 07/08 to 01/09
Responsibilities included manage project controls (cost and schedule) 8 people, prepare procedures, developed progress reporting tools, review estimates, perform project audits, and handle the daily administrative tasks of the department. Manage several administrative projects. Converted to Primavera P6 from MS Project.
CHEVRON / SWIFT TECHNICAL (Houston, TX) — Project Services Lead, 12/05 to 07/08
Responsibilities included managing project controls and contract services (5 individuals) for Chevron Pipeline Group. Developed policies and procedures, scheduling templates, earned value templates. Produced monthly reports providing cost analysis, critical path analysis. Provided risk management services on cost and schedule. Also, provided project controls support on CNL projects located in the Nigerian Delta.
