Fire Protection: 25 Years of experience in civilian/military/industrial/aviation contract fire & emergency services under USAF, USA and civilian international projects. Expert in airfield. structural, hazardous materials and WMD operational response, plan development, fire prevention, training and exercise design and evaluation. Experienced in National fire protection development and legislative writing for foreign governments.

Professionally managed 250 personnel fire department to include multi-national personnel. Developed personnel career advancement programs and enhanced capabilities to reduce employee turnover. Expert knowledge in staffing requirements for small and large-scale departments. Successfully negotiate staffing increase or reduction based on mission support requirements. Utilize a dynamic, positive and enriching leadership style, which promotes employee retention and motivation skills.

Responsible for developing and monitoring capital and operating budgets with maximum budget control of $230 million. Successfully developed a $200M funding program for the United Nations Assistance Mission to Iraq for emergency services development. Responsible to develop purchase contracts with vendors utilizing FAR, military and company regulations. Coordinate purchases and government fire protection budgets with financing officers. Instrumental in large-scale project designs and reviews.

Expert knowledge of contract fire protection management to include fire department start-up projects. Afghanistan. Analyzed existing and proposed Scope of Work (SOW) for effectiveness. Perform emergency services for petrochemical plant start-ups and brownfield expansion projects.
