Cost Control/ Estimate Engineer

Seeking an international assignment opporunity in the field of Cost Control/ Estimation.

Cost Estimating & Benchmarking Engineer, West Nile Delta Development Project, BP Egypt, 2009- Present
• Work with an experienced senior estimator on the development of the WND project cost estimate ($9bn) Offshore & Onshore throughout the Select & Define stage gates.
• Review the Onshore & Offshore contractors cost estimates based on various estimating techniques e.g. material take offs (MTOs), budget quotations & in-house pricing and integrate into the overall project estimate.
• Participate in a number of reviews of the WND project with the Global Projects Organization including Project Services Discipline Review (PSDR) and Internal Cost & Schedule Assurance Reviews.
• Provide cost input to the WND Financial Memorandums (FM), Long Term Plan (LTP), AFEs and partner presentations.
• Prepare cost input to IPA (Independent Project Analysis) workbooks and take part in the IPA review workshops.
• Create risk models using Brisk software and Monte Carlo Simulation.
• Conduct Independent Cost Assurance Reviews for JV and Partner Operated projects ($1bn), perform cost risk analysis and issue cost review reports with the outcome and recommended unallocated provision (UAP).
• Act as the Regional Benchmarking Representative for Egypt (including JVs & partners) responsible for providing benchmarking support to the regional projects and also feeding local benchmarking metrics and close-out reports into the Global Benchmarking Projects Organization.
• Responsible for inputting the WND cost estimate on the benchmarking database (ePROJECTS) at the end of each stage gate.
Projects Cost Engineer, East Nile Delta Team, BP Egypt, 2006- 2009
• Responsible for budget control & reporting (CAPEX & OPEX) of the quarterly Group Financial Outlook (GFO) & Long Term Plan (LTP) to the BP Finance group.
• Participated in the annual budget approval process ($60M) by preparing the Operating Committee Meeting (OCM) Budget through consolidating inputs from the END facilities team, our JV in GUPCO and our partners, IEOC.
• Monitored and controlled approval of AFEs received from partners and coordinated and issued AFEs for partner approval.
Capital Budget Coordinator, Africa & Middle East Engineering, ExxonMobil Egypt, 2004- 2006
• Coordinated the full capital budget release process for eight countries in Africa & Middle East. (Appropriation amount: 3.8$M).
