Engineering, procurement and construction is being provided for a $2.1 billion refinery expansion and upgrade for heavy oil processing capacity, including Canadian bitumen blends.

2. Title: Deep Conversion Project (July 2009- Oct 2009)

Expansion and modernization of the refinery was to increase processing capacity and add flexibility to process heavy crudes with higher sulfur content. The modernization comprised six new process units: Delayed Coker Unit (50 kb/d) consisting of four coke drums, Coker Naphtha Hydrotreater (10 kb/d), Cracked Distillate Hydrotreater (64 kb/d), Vacuum Distillation Unit (55 kb/d), PSA (72 mmscfd) and a Sulfur Block. Also included were two new substations at 230 kV and 69 kV and extensive revamps of process units. Fluor performed front-end engineering and detailed engineering, procurement, self-perform construction and construction management, and pre commissioning and commissioning support.
