PROJECT HSE EGINEER - OIL AND GAS ONSHORE /OFFSHORE

Professional, self-driven, disciplined, highly organized Project HSE Engineer with 20+ years of progressively senior safety experience and combined Major Projects construction experience including:
•Safety Planning & Program Management , Risk & Hazard Assessments
• Environmental Safeguards & Ergonomics , Permit, Regulatory & Safety Compliance
•Risk Analysis & Mitigation Plans , KPI, Metrics, Lag/Lead, Project & Progress Reporting
•Site Inspections, HSE Audits & Investigations , Certifications & Safety Training
•SCAT, Tap Root & Root Cause Analysis ,Committee and Senior Management Representation
•Client Relations & Communications , Subcontractor Negotiations, Contracts & Relations

•Responsible for ensuring Contractor(s) performs work safely in accordance with Contract requirements
•Provide input into Tender documents for Expression of Interests, Invitation to Tender and Contracts for FEED Services and Engineering, Procurement and Construction Services.
•Review Bidders documents for compliance with HSE requirements and identify any areas of concern.
•Review contract documents for each Construction Package in respect of Safety Requirements and procedures and advise Project Manager of any deficiency.
•Review Contractor(s) organization to ensure HSE is adequately addressed in all locations.
•Review Inspection and Test Plans submitted by Contractor(s) and ensure compliance with Safety requirements.
•Conduct Risk Assessments (including SIMOPS) and ensure Contractor(s) are conducting internal Risk Assessments.
•Ensure HSE is managed by Contractor at all locations.
•Ensure Contractor(s) safety training for personnel at Site is carried out in accordance with requirements.
•Manage Company HSE Campaigns.
•Closely Monitor Site activities and issue Non-Compliance Reports as necessary
•Participate in Weekly and Monthly meetings.
•Recruitment and management of HSE Officers as required to manage Site based activities.
•Produce HSE Status Reports covering all locations.
•Coordination with client Corporate HSE Department to ensure Company requirements are being met.
