Kuwait called for the creation of national and international similar legal frameworks to ban illegal trafficking in natural resources, stressing that this would stop this phenomenon and put an end to exploitation in Africa.
This was brought up by Kuwait's First Secretary to the UN Sheikha Jawahar Ibrahim Al-Duaij Al-Sabah at the meeting of the UN Working Group on Conflict Prevention and Resolution in Africa, addressing the root causes of conflict in Africa. Legal legislation and accountability should be a deterrent and a tool for conflict prevention, improving the development and economic situations in Africa, she said. The Security Council confirmed that there is a link between the illegal exploitation of Africa's natural resources and the outbreak and root of conflicts, she said. The Security Council discussed this issue three times in the years 2007, 2013 and 2018, hoping that this time around they will reach concrete solutions, Al-Sabah pointed out. . Concerted international and national efforts involving cooperation between the UN, regional, sub-regional organizations and concerned States will help reach more effective and realistic policies aimed at countering this issue. Reports show that 40 percent of the world's conflicts over the past 60 years were due to natural resources, most of them due to the weakness of national institutions. In 1990, 75 percent of the funding of civil wars in Africa came from natural resources, the international community must provide support to national governments to enable them to destroy this phenomenon, Al-Sabah explained. |
