Scope of Work:
Petro-Canada Oil (North Africa) GmbH hereby requests “Expression of Interest” (EOI) from qualifying Contractors for the provision of Workover Rig Services in support of Petro-Canada’s exploration campaign in the Sirte Basin of Libya.

The overall program for the workover rig is anticipated to comprise of the well testing of a portion of the 49 Exploration / appraisal wells to be drilled over the next 3 years.

These wells test will comprise of standard DST strings, retrievable completions or retrievable ESP completions. In addition to the exploration and well testing program of work, it is further anticipated that a number of previously drilled wells will require re-entry for further investigation. The scope of work on these wells may include re-testing, stimulation, workover of existing completion, casing repair and drill out to a deeper interval.

Mobilisation for the workover rig is estimated to be end of the 3rd quarter of 2010 and the contract duration will be 2 to 3 years.

Desert Capable Workover / Service Rig:
a) Workover Rig – 750 HP – 12,000 ft depth capability
b) Hook Load – 300,000 lbs
c) BOP’s – 13 5/8” x 10k WP
d) Racking capacity - +/- 185 stands 3.˝” Tubing
e) Fluid Tank System – 1,500 bbls volume
f) Mixing Tanks
g) Trip Tank
h) Mud / Fluid Pump System
i) Filter Unit – 2 microns
j) Choke Manifold – 3.?” 10k WP
k) Handling Tools for various pipe sizes
l) Swab line and equipment
m) Certified Lifting Gear
n) Crane – maximum – 30 tonnes
o) Fork Lift – 7 tonnes
p) Full Set of safety Equipment and Fire Fighting equipment
q) Rig site offices and accommodation for Rig Superintendent and 3 Operator Company Representatives.
r) Full communication system capable of contact with Company offices in Tripoli, Libya – voice and data. Communications Package must include Internet Capability for the Rig Supervisor and Company Representatives (3)
s) Quick move Camp – minimum 65 persons (excluding camp staff)
t) Provision of skilled personnel, materials, consumables, spares and associated transportation

It will be a condition of the intended tender that any workover / service rig proposed by invited tenderers will be in country no later than the end of June 2010 complete with all necessary Libyan Legal Permits and Documantation in place. If a company does not have workover / service rig as per the above specifications, then their Expression of Interest will not be considered.
