| Scope | The Consultant shall provide a comprehensive package which includes the development and implementation of a Regulatory Air Compliance Management Program (ACMP) for the Company in accordance with the country Environment Public Authority (“EPA”), Regulations for the conservation of Petroleum Resources –Ministry Of Oil requirements. The Contractor shall be working with the country EPA, Ministry of Oil (MoO) and other national authorities to establish requirements related to regulatory air compliance. The services shall be provided under the following phases: Mobilization: Mobilization shall start immediately upon signing of the contract. The elements of the mobilization shall include but not limited to resource preparation, establishing schedules, office space and communications systems, identification of project teams, developing awareness program, and, identifying the required Company’s resources. Cost of such services shall be deemed in included in the Contract Price. Phase 1: Environmental Baseline Assessment: This phase shall include conducting baseline studies, regulatory review and identifying actions for a proactive regulatory framework. Phase 2: ACMP Development: In this phase, the Consultant shall formulate an Air Compliance Management Program (ACMP), which shall address, but not limited to, documentation on regulatory requirements, devising enforcement strategies, regulatory criteria, as well as identifying the roles and responsibilities for the project teams. Phase 3: Awareness, Training and Personnel Development Program: In this phase, the Consultant shall develop program for training and development of all the concerned personnel. Phase 4: Regulatory Air Emissions Inventory Development The Consultant shall develop a regulatory-based electronic air emission inventory system for the country EPA related to Company business units and integrate it with the Company’s existing EMIS system. Phase 5: Hot- Spot Modeling In this phase, the Consultant shall carry out comprehensive hot-spot modeling of emissions from major sources related to the Company’s operations. Phase 6: Monitoring During this phase, the Consultant shall carry out ambient air quality monitoring for all the concerned pollutants and conduct related human health risk assessment for the identified receptors of concern. Phase 7: Regulatory Air Compliance Management Plan The Consultant shall design and finalize an Air Compliance Management Plan for the Company that addresses the requirements. Phase 8: Regulatory Air Compliance Management System The Consultant shall implement an automated regulatory compliance management system to carry out the plan developed in phase 7 in coordination with service provider from existing Environment Information Management Web Based Reporting System (EMIS) Contract. Phase 9: Regulatory Audit Management System In this phase, the Consultant shall provide and implement an automated management system for conducting and managing audits on all the air compliance requirements. Phase 10: Regulatory Recordkeeping and Reporting System During this phase, the Consultant shall develop an integrated automated regulatory-based system for reporting and maintaining records related to regulatory air compliance. Phase 11: Regulatory Performance Management System The Consultant shall enhance and implement an effective performance management system for regulatory air compliance in coordination with service provider from existing EMIS Contract. Phase 12: Training In this final phase, the Consultant shall conduct detailed training sessions for the concerned personnel from the country EPA as well as the Company’s personnel, who are associated with regulatory air compliance management. |
