Scope | Issue Date: 20/07/2009 Bid Closing Date: August 3, 2009, by no later than 4:00 pm Libya time Address response: Occidental Libya Oil & Gas BV (Libyan Branch), Supply Chain and Contracts Administration Attention: Mr. Michael Williams, Omar Mukhtar Street Esterlab Building, 1st Floor, Tripoli, Libya (GSPLAJ) Phone +218 21 335 1955 - Ext. 3729 / Fax: +218 21 335 1956 Email address: michael_williams@oxy.com Scope of Work: Occidental Libya Oil & Gas BV (Libyan Branch) (OLOG) intends to solicit interest and pre-qualify Contractors offering 2D and 3D seismic data processing services in preparation for a request to provide competitive proposals for the seismic processing of surveys that may be acquired in the following contract areas located in the Sirte, Ghadames and Cyrenaica Basins: Area 31/32/47/48/49/65/66 (NC143), 89/105 (NC144), 119/120 (NC150), 56/57/73/74/75 (NC145) Area 91(Conc.102) Area 90/106(Conc.103) Area 70/71/87 (NC29B), 87/88 (NC29C), 103/104/119 (NC74A, B & F) Area 91(Nafoora-Augila) Area 103 The Scope of Work currently anticipates an early to mid 2010 start date. Although all interested contractors are encouraged to update information on contact information, technology, resources and availability, the Pre-Qualification process is for contractors not already pre-qualified by Occidental Libya Oil & Gas BV. Basic Qualifications: Contractors should ensure that they provide the information and meet the qualifications outlined below as a minimum: Contractor must: - Be a direct contractor - Be currently registered in Libya. - Have land seismic data processing experience within Libya in the last 2 years. 3D Processing Requirements: - Contractors must have the required equipment and resources readily available in-country. - Contractor must have sufficient hardware resources, software, manpower and experience to process up to 2000 km2 3D land seismic data and complete in a timely manner. - Contractor must provide reference of experience in processing 3D land seismic data from Libya. - Contractor must have fully interactive 3D statics package capable of integrating refraction statics and uphole data to produce a viable near surface model. - Contractor must have 3D noise attenuation routines available, such as 3D FKXY-Filter, FXY-Decon, Linear Tau-P, and adaptive subtraction in the common shot, receiver, offset, mid-point and cross-spread domains. - Contractor must be able to perform full PSTM locally. - Contractor must have available trace reconstruction and/or regularization techniques to correct for irregular sampling. - Contractor must have the capabilities to model surface and interbed multiples and remove them pre-stack by adaptive subtraction. 2D Processing Requirements: - Contractors must have the required equipment and resources readily available in-country. - Contractor must have sufficient hardware resources, software, manpower and experience to process a minimum of 1000 km 2D land seismic data and complete in a timely manner. - Contractor must provide reference of experience processing 2D land seismic data in Libya. - Contractor must have a fully interactive statics package capable of integrating refraction statics and uphole data to produce a viable near surface model. - Contractor must have a portfolio of noise attenuation routines available such as FK filter, FX-Decon, Tau-P and Adaptive Subtraction. - Contractor must be able to perform full PSTM locally. - Contractor must have the capabilities to model surface and interbed multiples and remove them pre-stack by adaptive subtraction. |
