Rivers state, Nigeria Scope of Work: The Shell Petroleum Development Company of Nigeria Limited (SPDC) hereby invites reputable Contractors to apply to be pre-qualified for inclusion in the bid list for the proposed contract for “Integrity and Modification works on Crude Oil Tanks at Bonny Oil and Gas Terminal”. Bonny Terminal has over 20 crude storage tanks in its tank farm and these tanks undergo out-service inspections, integrity repairs and rehabilitation on 5-year cycles to meet integrity and regulatory requirements, hence, providing opportunity for competent companies with the requisite experience and capacity on a long-term basis. For the purpose of this pre-qualification, preference would be given to Nigerian companies that possess the Financial and Managerial (Project management) capacity, Technical capability and cognate experience in Crude Storage Tank design, fabrication, construction, rehabilitation, repairs and piping construction. Foreign contractors, who possess demonstrable expertise in the listed subject area with the financial and managerial capacity to execute the work, are advised to partner with Nigerian construction contractors to increase their chances of inclusion in the bid list. Shell strongly encourage partnership between registered Nigerian construction companies and foreign Tank construction experts with the foreign contractors either as the lead partner if registered in Nigeria or a partner if not registered in Nigeria to strengthen the acceptability, capacity and capability for this project. However, local contractors bidding alone would also be considered on the basis of their strength and Nigerian companies with foreign affiliate may wish to bid with their affiliates as partners, provided they meet the requirements. Nigerian Companies that are structured simply as agencies will be precluded. Summary Scope of Work: The proposed scope covers minor designs, procurement, rehabilitation, modification, construction and hook up to existing new process plant as follows: - Full rehabilitation, modification works for hook-up and actual hook up to the new process plant, of 5 crude storage tanks. - Modification works for hook up and actual hook up to the new process plant of 1 crude storage tank already fully rehabilitated. - Full rehabilitation of 8 tanks already modified and hooked up to the new process plant. - Out of service inspection works of 5 crude storage tanks. - Complete construction of two (2) new crude oil tanks using available design and materials (plates, appurtenances e.t.c. and providing any material shortfalls) and hook up of the tanks to the new process plant. It is expected that two contracts should be awarded and the contractors shall be required to complete the scope within the available time. Although the full scope is known, two tanks respectively shall be released to the contractors in the first instance and subsequent release shall be on the basis of “return one and receive one”. |
