Scope of Work:

Sterling Oil Exploration and Energy Production Company Limited (SEEPCO) operator of the OPL 280 PSC invites interested and reputable vendors with relevant experience and capacity for the Onshore Drilling Campaign in OPL 280 Block. The Work is expected to commence in first quarter of 2010. The work locations shall be within SEEPCO’s areas of operations in the Niger Delta. The estimated primary duration of this contract is two years with an option to extend it for another one year.

A) Waste Management Services (SEEPCO/280/WMS/09)

Vendor shall be able to provide equipment including Verti-G system, Augers or equivalent system, services and qualified personnel for Drill Cuttings collection, Treatment and Disposal services. Vendor should have logistics and treatment facility to take on the drill cutting and drilling mud of water, synthetic and/or oil based mud systems. Treated cuttings to be disposed off in a proper way as per DPR regulations and guidelines of Federal Ministry of Environment.

Vendor to provide an auditable system for tracking all cuttings and drilling wastes throughout the collection, storage, processing and disposal process. These records shall be made available to SEEPCO and Government Agencies including but not limited to DPR and Federal Ministry of Environment (FME).
Vendor must have sufficient capacity to ensure that service interruptions must not occur.

B) Civil Engineering Services for Warehouse (SEEPCO/280/CES/09)

The civil engineering services for warehouse shall include but not limited to design and construction of the followings:
(i) Development of the site by bush clearance, top soil removal and filling
(ii) Perimeter wall
(iii) Access road & internal roads
(iv) Mud plant platform, shed and waste pit
(v) Covered Ware House for Chemicals & drilling consumables
(vi) Generator shed
(vii) Casing / pipe racks
(viii) Deep bore holes and providing treated water supply with overhead tanks
(ix) Toilet Blocks, septic tanks and soak pits
(x) RCC supports for placing portable cabins of camp
(xi) Radio Active storage enclosure
(xii) Drains including pipe culverts/ box culverts
(xiii) Lighting & communication towers
(xiv) Watch towers and (xv) Gate house.

Vendors with previous experience of similar work for more than two years shall apply.

C) PVT Analysis (SEEPCO/280/PVTAL/09)

Contractor shall provide the following measurements;
(i) Black Oil
- Surface sample
- Subsurface sample
(ii) Volatile Oil
- Surface sample
- Subsurface sample
(iii) Condensate
- Surface sample
- Subsurface sample
(iv) Water/formation brine
(v) Oil and Gas properties (including compositions for flash separations)
(vi) Crude Assay for handling, storage, separation and transport.

Vendor shall have the capability to recombine separator collected gas and oil samples to reservoir fluids, and/or reconstitute dead/stock tank oil with necessary gases to live oil for subsequent analyses.

D) Core Analysis Services (SEEPCO/280/CAL/09)

Contractor shall provide Routine and Special Core Analysis measurements respectively as stated below:
(i) Routine Core Analysis (RCA)
- Porosity & Grain density
- Horizontal and vertical permeabilities
- Residual Saturations by distillation / extraction (Dean Stark)
- Water Salinity
- Core description- Lithological and sedimentological
- Core Gamma Log & component Log (Ur, K, Th)
- Core Photography: WL and UV
- Computed Tomography (CT) Scanning
- Core Slabbing
- Whole core and core plug preservation
- Gain Size Distribution

(ii) Special Core Analysis (SCAL)
- Capillary Pressure:
Centrifuge, Porous Plate
Mercury injection capillary pressure, MICP
- Electrical Properties
- Relative Permeability:
Steady-state and unsteady state
- Wettability Determination by Amott and USBM methods
- Reservoir Condition Corefloods
- Particle Size Distribution using Laser
- Petrophysical Correlation Measurements:
Archie Exponents - a, m, n
NMR Core Analysis
