Scope | The control system which situated at ZAIZOUN Control Room is supervise three BVS's Along (105 Km)pipeline start from BVS 4907 at ZARA Junction through BVS 4908 BVS 4909 up to ZAIZOUN metering station. The system is distributed Control System (DCS) Based on Fisher Rosemount –Microprovox. This system connect to the BVS's via Remote Operating Controller (ROC) The Existing Gas Flow Calculation did according to ISO 5167 Based on Three Differential pressure Transmitters, one pressure transmitter and one Temperature Transmitter. The function of DCS, ESD, Flow Computers and ROC as far Good, but there is no any Spare Parts can be use during emergency case, moreover The maintenance PC (engineering workstation) for DCS working under Windows 3.11, this operating system is not exist anymore, in case of any fatal Error (Hard or Software) will not be able to solve the System problems. A Stand Alone "GTI" Emergency Shutdown System (ESD) also Situated at the control room of ZAIZOUN Station to stop the plant during any abnormal condition may occur. Company decides to replace the A/M (DCS-FLOW COMPUTER-ESD) systems by new systems, without any Change for the field instruments Arrangements. Contractor is responsible to install a new Online Gas Chromatograph and Interfaced with the Flow Computers and new DCS system, the gas analyses results and other operation parameters should be transferred to GCC through SCADA system. The Package of Online GC should contain as minimum: two (2) analyzers one is duty and the other is standby. The output of online GC should contain as minimum: Gas Analyses, Heat Value, Gas Density, and Compressibility…. All components of Control Room and BVS's Control Building Cabinets (Marshalling, DCS, Flow Computer, I/O module, EIC, ROC, ESD) should be replaced by a new components comply with the new systems. Contractor is responsible to replace (by new one) any defected parts of instruments and control can restrict the performance of the new systems. Contractor is responsible to Supply, Install and make all reconfiguration on the new SCADA, DCS systems for a three electronic pressure transmitters type (Smart) for the 24" ZAIZOUN EXTENSION PIPELINE on each BVS's which are (BVS4907-BVS4908-BVS4909) in order to transmit there signals to the workstations of ZAIZOUN Control Room as well as GCC workstations. All the Station Signals should be integrated fully with All GCC Application Software in order to receive ZAIZOUN signals with the Related BVS's in the GCC workstations including special software package 'SSL' workstations. The Delivered flow Computer shall be provided according to the following specifications: 1- The flow computer shall be a standard manufactured item whose functions and programming is especially for flow measurement by orifice meters. It must be designed to read differential pressure, temperature, pressure and density. From these data and other Operator entered data, the flow computer shall work out the uncorrected and corrected volumes according to ISO 5167. 2- The flow computer shall be microprocessor based and shall have a front keyboard and a LCD display to be used for entering new data, selecting displays or giving commands. There shall be a key or keyword system to prevent unauthorized modification of parameters and data. 3- The flow computer shall accept inputs from three differential pressure transmitters. Switching over between the low range and the high range transmitter used as pay meter shall be automatically and shall include hysterisis to avoid unstable measurement. A second high range transmitter shall check the pay meter and an alarm shall be given if the deviation between both measurements exceeds a pre-set value. Facilities shall be provided to display the inputs of both transmitters and manually set the transmitter that shall be used as the pay meter. 4- Inputs shall be available for: - Differential pressure. - Temperature. - Pressure. - Density. 5- Outputs shall be available as minimum for: - Uncorrected volume total (CM, cubic meter). - Corrected volume total (SCM). - Uncorrected flow rate (CM/H). - Corrected flow rate (SCM/H). - Pressure, Temperature and density. - Corrected flow rate (SCM/H) as Electrical signal (4-20 mA). - Alarms. - Etc. 6- Each flow computer shall have a re-settable and a non-re-settable electronic counter for both the uncorrected and corrected volume totals. The re-settable counters shall be reset automatically at operator defined times. 7- The flow computer must power field transducers and filter input signals to reject unwanted noise. 8- The flow computer shall be able to adopt “fallback” values in the event of transducer failure. 9- For flow computers, a shared printer shall be provided and installed in the control cabinet for automatic and operator requested printing of reports. Automatic printing shall be at operator defined times. Also the flow computers data shall be interfaced to the new constructed DCS system as well as to the Gas Co-Ordination Center system. 10- The flow computer shall have self-checking routines for diagnostic purposes. Alarms shall be available for: - Line pressure, line temperature, line density or differential pressure out of range. - High range differential pressures transmitters deviation between pay and check transmitters. - System failure. - Analog input failure. - Etc. 11- Calculation cycle time shall be better than 5 sec. 12- Those functions, which can not be performed by the flow computer itself, must be realized by separate electronic components installed in the control cabinet. 13- The flow computer must be powered by 24 VDC. The contents of the flow computer memories shall not be lost in the vent of a failure or interruption of the power supply. The retention time shall be at least 40 days. 14- Each flow computer shall communicate with workstation. 15- Each flow computer shall have an output signal (4-20mA) redy to use as corrected flow rate. Contractor is responsible to design /procure and install, pre-commissioning, commissioning and put in service the complete hard and software related to this work, and interfacing with the Gas Co-ordination Centre near HOMS city. Contractor is responsible to perform the work according to Associated international Code and Standard and Al Furat Petroleum Company (AFPC) Specs which are But not limited to the followings: AFPC-Schl L3 DCS system. Schl PEA Project Execution and Administration. Schl L1 Instrument for Measurement and Control. Appendices SPS6 Flow Computer. Appendices SPS5 ESD SYSTEM. Appendices SPS7 Control Cabinets. Contractor is responsible to issue the Basic and detail Design drawings and send it to Company for Approval. The Contractor is responsible to issue a Final Documents including Operating & maintenance manuals. Company will provide All the necessary documentation and drawings which allowing the contractor to perform this scope, Also Site investigation is necessary for the contractor's Specialist engineers to determine the Hard and Software requirements and site environments. On Site Training: The contractor is responsible to provide on site training for company's specialist engineers during the stages of installation for new hardware or update the software, on site training shall include but not limited to: -The hardware functions and connections. -SCADA system requirement. -Backup and restore procedure. Spare Parts: The contractor is responsible to delivery the manufacturer recommended spare parts for two years normal operation, and the Exhibit J materials. Contract validity: - This contract shall be valid for three 3 years Duration period starting from the date of L/C opining. - The Contract can be extended for additional two (2) years under the same terms, conditions and Prices in case both parties agreed. - Take note that the Company has All Right to Extend or Reduce the Contract in amount of 30 % for each item and 25% of total Cost of the Contract during the Execution of the Contract. Important: - This scope will execute under the general terms and conditions witch mentioned in exhibit a-c-d. - Bidders are responsible for accommodate all sites information's to determine the actual scope. |
