Scope | The company plans to engage the services of competent and qualified firms to provide Quality Assurance/Quality Control and Independent Commissioning Services for its QIT Master Plan Projects in its Terminal. The project involves engineering procurement and construction activities for the company Dormitory and Office buildings. The anticipated Project Schedule is three (3) years, commencing in June 2013. These services are divided into two major parts 1- Quality Assurance and Quality Control Consulting Design review and monitoring of EPC contractor’s construction drawings and specifications Construction monitoring, inspections and testing Ensure compliance with all FEED and criteria technical documents and requirements Continuous site inspections of all critical elements (structure, piping, mechanical systems, electrical systems, fire and life safety systems, architectural finishes) Progress Reporting Non-compliance reports and verification of corrections Certifications of final works to meet Contract Documents and technical requirements 2- Independent Commissioning Agency Develop commissioning requirements Oversee contractor’s commissioning activities Perform selective witnessing of all contractor commissioning activities Witness all equipment testing and start-up procedures Provide compliance checks for all commissioning requirements Progress Reporting Non-compliance reports and verification of corrections Certifications that all Commissioning meets the requirements of the Contract Documents, best practices, manufacturing recommendations and Commissioning Plan Separate contracts would be awarded for the two major scopes. The successful contractor for the QAQC scope will be engaged from the project onset while the independent Commissioning agent will be initially engaged only to develop the Commissioning Plan then primarily engaged towards the completion of the projects. |
