| Scope | National Oil Corporation (NOC) in the framework of its future vision for optimal utilization of available resources in moving the wheel of economy and development of its human and material resources and raising the reliability of operation and maintenance of its assets. In this framework NOC adopts plans to establish an integrated specialized technical center ((oil industrial zone in area of 50 acre)) in the city of Benghazi with the highest level of modern equipments and technologies with collaboration with OEM companies and international maintenance services providers. Project Objectives: Enhances the strategic choice of the oil sector’s ability to provide the best technical services and full the attached application. Procurement and localization of advanced technologies. Attract foreign investment and localization of the national capital. To contribute to the sustainable development in the country and enhance the development of the community. Strengthen international cooperation and regional exchange of experiences, knowledge and techniques. The center will provide technical services in the field of repairs and maintenance of the main rotary equipment, including high speed balancing of rotors as well as maintenance and repair ( bearings - gear boxes –submersible pumps – Seals – Valves - ……. Etc). The center also provides complementary technical services such as inspection services, certification, calibration and technical training in addition to providing operational materials and spare parts. To ensure the implementation of this project at the highest level and the required quality National Oil Corporation calling for engineering consulting offices and firms both local and global , which has the expertise and best know how in the field of technical supervision and engineering of similar projects and willing to participate in this project through the provision of distinct technical consultancy services according to the best standards. These consulting firms are required to express an interest in participating in the project and provide their statement of qualifications (firm history and activity, resumes or curriculum vitae of technical staff members and firm organization and financial status and any other supportive data) as first step for the project appointed team to select an engineering consultant through a limited tender. The following conditions should be noted: - TOL reserves the right to request further information from contractor. - Contractors submitting insufficient or inadequate information will be excluded from further consideration. - This pre – qualification request is not an invitation to tender. TOL is neither committed nor obligated to issue any call for tender or to include any contractor or award any form of contract. Full tendering information or an invitation to tender will only be sent to those contractors that have successfully passed the per-qualification. - TOL reserves the right to reject any and / or all contractors at it sole discretion, and such act shall be final and shall not be contested or opposed by any participant.
