Scope | Installation of New Heat Exchanger (E791) at Gas Plant, Desalter Unit, GLRU-Brega: - The scope of this work: * Shall consist of the installation of new Heat Exchanger E-791 downstream of the new Filters FIL-325A/B and upstream of the Desalters DE-791/792, including all related pipe works, and in accordance with relevant drawings and documents. * Piping scope shall consist of installation of all pipe work and tie-in to existing Skids / GLRU piping network for Condensate, Steam, Instrument Air, Reliefs, Drains, etc., as detailed in the scope of work. This is a Construction Contract With the Supply of Material, Carrying out Required Technical Inspection, and Commissioning and therefore, the Contractor shall be Responsible for the Complete Procurement of all Materials, Except the Condensate Heat Exchanger, and the Construction Work Required for the Project. * The Condensate Heat Exchanger E-791 Will Be Supplied As ‘Free Issue’ Item To Contractor. Please note: that some procurement may involve some engineering and detailed design that has to be carried out prior to procuring the items for installation. NOTE: A Proof of Ability & Experience to carry out the required work. We urge specialized companies that consider themselves qualified to execute any of the above-mentioned projects, and wish to participate, to contact Secretariat of S.O.C Main Tenders Committee, at Marsa El-Brega to purchase tender document (s) at non refundable indicated fees against each project, payment only by certified cheque. - The following documents are required:- 1- A copy of the Company’s Commercial Register (Valid). 2- A copy of a valid License to Run Business. 3- A copy of a valid certificate proving payment of tax. 4- Financial position of the Company for the last three years. copy of the Authorization given by the Ministry for Economy and Trade to carry out Business in Libya (for Foreign Companies Only). 5- A Prove of Ability & Experience to carry out the required work. - Bid submission rules: 1- Bids must be in full compliance with the tender specifications and conditions provided with it. Any bids not in compliance will be ignored. 2- Bids must be submitted in two separate well-sealed envelopes and stamped by the Company’s official stamp. The project title & project reference number must be written on both envelops. 3- The first envelop contains the Technical offer (1 Original + 2 Copies + One CD) and the Un-priced Commercial Tender (1 Original) 4- The second envelope contains the Commercial offer (1 Original+ 1 copy). 5- A certified cheque (Bid Bond) issued by a known bank operating in Libya, worth (0.5%) of bid price must be also submitted in a separate sealed envelope. Bid offers not containing certified cheqes will be rejected. Cheques will be cancelled and returned to unsuccessful bidders, after award of the bid. 5- Winner of the bid must submit a certified cheque worth 10% of contract price agreed to, as a final insurance, within 10 days of notification of contract award and will be returned to the contractor after one year of completing the project. The initial (0.5%) cheque will be cancelled and returned to bidder. 6- Bids MUST be delivered to the office of the Secretary of S.O.C Main Tenders Committee, at Marsa El-Brega. 7- Companies interested in purchasing tender documents should present a letter authorizing their representative by name, to receive the document on behalf of the company, and copy of representative's passport including a copy of the entry stamp should be sent to SOC Main Tenders Committee 72 hours before arrival to Brega, in order to issue necessary Oilfield passes. |
