| Scope | Mellitah Oil & Gas Company (GAS Division), intends to issue the below tender and wish to invite for pre-qualification interested, experienced and reputable Companies specialized in providing similar services stated below to submit all requirements for inclusion in the bidders list to be invited to participate in the tender for Revamping of Pipeline Mobile Radio System. Scope of Work: Mellitah Oil and Gas BV. (MOG) operate a TErrestrial Trunked RAdio (TETRA) Standard based Mobile Trunked Radio System (MTRS). The scope of this project is to upgrade the existing MTRS commissioned in 2004. Sites and Existing System Overview: Wafa and Mellitah are onshore facilities while Sabratha Platform is an offshore facility located in the Mediterranean Sea. Wafa plant is approximately located 500 km south of Tripoli. Wafa Gathering network is collecting the production from several wells of which are routed to Wafa plant. 625 Km onshore pipelines are provided for product transportation from Wafa to Mellitah. Mellitah plant is located on the Mediterranean coast approximately 85 KM west of Tripoli. The existing System is allowing mobile radio communication services at Wafa and Mellitah Plants, along the onshore Pipeline route, at the (18) pipeline line valve stations (LVSs) along the onshore Pipeline route, at Wafa Gathering area and at Sabratha Platform. The system is utilized to support operation, maintenance, safety and security during routine and emergency activities. The system consists of 22 base stations and redundant trunk switches at Wafa and Mellitah plants. The connectivity between the trunk switches and between Base Stations and Trunk switches of Wafa and Mellitah are provided through MOG transmission backbone network. Current System Status: Although the system overall performance is relatively considered stable, there is a need to initiate an upgrade plan due to the main following compelling reasons: • There is a concern over the product technical support and spare parts of which are increasingly becoming unavailable. • The reported higher Hardware failure rate of Base Station Network Elements (NEs) particularly at non controlled environment of LVSs. • The difficulty experienced in diagnosing and troubleshooting any malfunctions and failure due to the complication involved in SW and HW structure. • The upgrade will also provide enhanced systems management capabilities. Project Requirements: It is Company intention to maximize the use of the existing resources to the possible extent as applicable. Only the base Stations and Trunk switches of the existing network are proposed for the replacement. The existing supporting facilities (tower, power system, site building and etc), antenna systems and feeder cables are proposed to be utilized for the planned system. The equipment and equipment housing shall support reliable operation in harsh desert operating environmental condition particularly at LVSs underground equipment room. The Scope of Work includes the provision on a Lump Sum Turn Key basis, engineering, review and validation of coverage, procurement, installation, commissioning, integration, coverage optimization, tuning and performance testing, training and supply of operational spare parts. Qualification Requirements: Interested companies for the above tender must satisfy the stipulated requirements and submit the required information below. Failure to submit any of the under listed documents will render automatic disqualification: 1. Letter on Company's letterhead Addressed to the "Contracts Department Manager" stating expression of interest on the respective tender. 2. Copy of Company Registration in Libya, if already registered, or details of Branch Office, Representative or Agent in Libya. 3. Company Profile and details of Organization ,must include a general background of the bidder organization ( limited to one A4 Page ) along with other details ( Nature of Legal Status, Nature of Business , Date of Commencement of Business & Other relevant Information ) 4. Bidder must provide with full details of at least three similar contracts ( TETRA Based Project Experience ) performed with relevant and verifiable Reference List of Clients , Description of projects scope of works ,Services levels offered /Quality of Service , Technologies used , outcome of projects & duration of projects (no. of months, start date , completion date , current status ).Literature/catalogue of the entire range of completed work /service/equipment and any additional information that will enhance the potential of the Bidder. 5. Bidder shall submit their systems resources which includes Human, Engineering, procurement & construction resources. The Bidder should list the technically qualified professionals proposed for the project. 6.Bidder to demonstrate ability of system integration for TETRA Based systems; to deliver turnkey projects successfully from design through deployment .Bidder to demonstrate ability to integrate with legacy system as well as other new systems . Bidder to demonstrate experience in installation, commissioning & provisioning of hardware and software. 7. Submission of Financial Status document of the Company turnover for the last 3 years, this shall include Auditor Certified Financial Statement (Profit & Loss accounts , revenue and assets; Bidder shall confirm the financial capability to mobilize resources for required projects . ). 8.The bidder shall submit a list of his HSEQ Management System. And submit a copy of HSEQ Policy. 9. It is preferred that bidder have valid ISO 9001, 14001 certificates, and OHSAS 18001 Certificate. If available it has to be submitted. 10. Mellitah Oil & Gas has the right to exclude any file does not meet the above stipulated requirements. 11. Two copies of the Prequalification Documents containing the above stated requirements shall be submitted in sealed envelopes. Important Notes: 1.The pre?qualification request is not an invitation to tender. Company is neither committed nor obligated to undertake the work described above or to issue any call for tender or to include any respondent to this invitation or other company on any Bidders List or to award any form of contract. 2. The Invitation to Tender (ITT) and full ITT Package will only be issued to qualified companies that have been pre-qualified. 3.Company will not be responsible for whatsoever costs incurred for preparation and submission presented in response to this notice.
