| Scope | Provision Of Telecommunications Services Via Coastal Submarine Cable From LAGOS to AKWA IBOM. The Nigerian National Petroleum Corporation, on behalf of itself and its JV and PSC partners as well as its subsidiaries, wishes to engage a suitably qualified company for the provision of telecommunications services via asubmarine cable along the Nigerian coast from Lekki in Lagos State to Qua Iboe Oil Terminal in AkwaIbom State, to enable high capacity connections between oil companies’ offices onshore and their field locations as well as with their nearby onshore field locations. NNPC therefore invites Expression Of Interest from reputable and competent companies for this service. - The work scope: The assignment will cover the following, among others: 1. Provision of leased Submarine Fiber Optic Circuits from Lekki in Lagos State to Qua Iboe Oil Terminal in Akwa Ibom State with high capacity bandwidth (minimum of STM-2) capable of transmitting multi customer (different oil companies) bandwidth-intensive data, voice and video traffic. Internet service inclusion is optional. 2. Installation of branching nodes from the main Submarine Optic Fiber trunk to offshore locations along the route. Some nodes will branch to nearby onshore locations with Last Miles provided between provider’s onshore Point of Presence and customers’ business premises (Coordinates to be provided by participating oil companies) 3. Provision of optional/on-demand GSM service for offshore facilities where there is no GSM service coverage 4. Provision of future service expansion capability via Submarine Dark Optic Fiber 5. Design life shall be 25years 6. Provision of 24/7 support via minimum of Network Operating Center (with marine traffic monitoring) and dedicated Service Desk operation 7. Annual recurring support service with proactive monitoring and preventive maintenance 8. Service resilience shall be provided via parallel dedicated submarine Fiber as well as terrestrial backbone 9. Main infrastructure shall be 100%-owned by the service provider and customer premises equipment (to be determined) shall be provided by each customer based on customer’s specific requirements 10. CAPEX shall be borne entirely by service provider 11. Service shall be available 18 to 24 months from project commencement. - Service Strategy: The Strategy for the provision of this service shall be on a Turnkeyprovisioning and maintenance basis. |
