Scope | KPC invites consulting firms/consortia to submit their expressions of interest to develop a comprehensive Security Management framework that will guide implementation of security systems and structures at KPC. The scope of the assignment shall cover all KPC premises and facilities. The consultancy scope shall include, but shall not be limited to the following tasks; i. To conduct an independent and comprehensive security survey of all installations, facilities, property, skills and policies, and; a. Identify the gaps and risks from the findings b. Give a comprehensive report and recommendations on various ways to mitigate the gaps identified in (a) above. c. Propose an appropriate Integrative Security Management System design (Technical & Human Resource Capacity) in line with the results of the Security Risk Assessment and Security Survey findings d. Identify training interventions for improving the skills of security staff including but not limited to physical security, anti-terrorism, information system security and cybercrime. ii. Review the existing systems with a view to preparing functional and detailed designs for the systems to cover identified gaps. iii. Develop a comprehensive Security Policy & Procedure detailing Risk Strategy, Risk Mitigation, Risk Identification among other safety and security measures. In addition, propose modalities of working relationships between the various security stakeholders who work with security personnel within KPC. |
