Scope The Company invites bidders for re-installing Energy Accounting and Auditing System (EAASY) application for its facilities. However over the period of time the system is obsolete due renewal of facilities, modifications and need of enhanced functionalities to harmonize with the current level of automation.

The system should include all the company existing surface facilities. It integrates all the Gathering Centers, Booster Stations, Gas Injection and Transmission Plants, Effluent Water Disposal Plants & Oil, Gas, Condensate and Fuel pipelines network. Contractor shall consider the scope to include various integration requirements to the available systems. The equipment utilities includes orifices, recycle valves, compressors, pumps, desalters & dehydrators.

The Contractor implements Company’s best practices of Health, Safety and Environment Management System (HSEMS) in its Contract.

The Company is striving to achieve high industry standards in HSEMS as elaborated in the Guide to the HSE Management System, Relevant HSE procedures, standards & recommended practices.

The requirements of the Contract comprise the performance and completion of the Services and the provision of all labour; transport; constructional plant; temporary works; material, whether of a temporary or permanent nature; and any other item as necessary for performance and completion of the Services as specified in, or are reasonably inferred from the Contract.

The Contractor, where any work, material or item is required but is not specified in the Contract but which is necessary for the proper performance of the Services in accordance with the Contract, shall perform such work and/or furnish such material or item as if so specified.

The Contractor shall provide and maintain speed monitors for Contractor supplied vehicles deployed in the Work/Services, in accordance with the requirements. The Contractor shall be responsible to comply with the requirements for the vehicles deployed by their subcontractors. The cost of the speed monitors, including but not limited to, installation, maintenance and reporting, shall be included in the Contract Price.

The Speed Monitors shall comply with the following technical requirements:-

* The system shall use GPS technology to identify vehicle location with true speed, date and time and RF/Wi-Fi set up with Automated Remote Download System (ARDS) through high speed interne to the system server for further processing and reporting.
* The system shall support zones/ areas within larger areas with different parameters (e.g. speeding limits) supported for each area.
* The equipment and its accessories shall be tamper-proof and hidden inside the vehicle dash-board.
* Maintenance of the Installed Speed Monitors:
* Contractor shall be responsible for the supply & installation of all hardware including RF/Wi-Fi equipment for downloading data, software, activation charges and for its warranty administration.

* Contractor shall utilize Automated Remote Download System (ARDS) for Data download within all areas in the country.

* Contractor shall be responsible for replacing defective Speed Monitors fitted on the vehicles, without any additional charges to Company.

* Reporting: Contractor shall be responsible for submitting following customized Reports to the Company.

* Hard & Soft copies of Performance Report of each vehicle fitted with Speed Monitors on monthly basis.

* Hard & Soft Copies of Summary (consolidated) report of all vehicles covered under each Contract on monthly basis.

* In the event of a motor vehicle accident, Contractor would be asked to submit "Accident Re-Construction Report", which shall contain detailed second-by second performance of the vehicle during 30 minutes before and 5 minutes after the accident and should be supplemented with specified format having requisite information desired from the Contractor in such cases.

* Over-Speed Summary Report of all vehicles including parameters such as, harsh braking, acceleration, usage of seat belts, seat-belt performance from the Speed Monitoring device etc., covered under each contract during the specified period, as and when required by the Company.
