Scope | Bid Closing Date: 2 October 2009 Address:The Sealed Bid Administrator, Upstream Services Procurement, Mobil Producing Nigeria Unlimited, Mobil House, Lekki Expressway, Victoria Island, P.M.B. 12054 Lagos, Nigeria Scope of Work: Mobil Producing Nigeria Unlimited (MPN), Operator of the NNPC/MPN Joint Venture requires the services of competent and qualified Companies to provide Personnel, Equipment, Materials and Services for Coiled Tubing and Nitrogen Pumping Services for its 2011 to 2014 Development Drilling and Workover Program operations. Interested and reputable companies with suitable and relevant experience are invited to apply for pre-qualification as a first step in the procurement process for the provision of Coiled Tubing and Nitrogen Pumping Services. Operating Conditions The work will be performed on up to six (6) Jack-Up drilling rigs operating in offshore Nigeria. The Company's wells are drilled up to a depth of 16,000ftMD (most wells are below 12,000ftMD) and completed in unconsolidated multi-darcy formations that range in a pressure/temperature of 1500 psi / 140 deg Fahrenheit to 8000 psi / 275 degrees Fahrenheit. Typical bottom-hole pressures/temperature is 2300 psi / 180 degrees Fahrenheit. Although H S and CO gases are not expected, equipment should be 2 2 capable of optimum performance in the presence of up to 100 ppm H S and 5% CO . 2 2 Maximum anticipated production rate is approximately 15,000 BOPD. The wells are drilled with both Water Based Fluids (WBF) and Non Aqueous Fluids (NAF). Some wells may require deviated trajectories (including horizontal) to intersect the objective zones. Typical wells will consist of the following: - 30” Casing driven in place - 20” Casing at the 26” hole TD (drilled with salt water and gel sweeps) - 13 3/ 8” Casing at the 17 ½” hole TD (drilled with Water Based Mud or Non Aqueous Fluid) - 9 5/8 ” Casing at the 12 ¼ ” hole TD (drilled with Non Aqueous Fluid) - 7” Casing or Liner at the 8 ½ ” hole TD (drilled with Non Aqueous Fluid) - Some wells may require additional Casing such as 5” - 2 7/8 ” - 5 ½” Tubing The scope of work shall include the provision of personnel, equipment, materials and services for Coiled Tubing and Nitrogen Pumping Services on low pressure (<5000 psi surface working pressure) and high pressure (>5000 psi surface working pressure) wells located on fixed platforms in offshore Nigeria (water depth between 100-300ft MSL). These Coiled Tubing and Nitrogen Pumping Services will be required during normal completion and workover operations. Equipment will include, but not be limited to coiled tubing string (both 1 ¼” & 1 ½” tapered coil), coiled tubing reel, coiled tubing unit control cabin, data acquisition system, injector head, pressure control equipment, bottom hole assembly (BHA) including third party BHA, interconnecting pipework, fishing tools, auxiliary equipment (well control equipment, hydraulic power packs, fluid pumping units, nitrogen & chemical tanks, nitrogen quad, mixing tanks, flow back tanks, foam generators, etc), spare parts for all equipment and tools to operate, maintain and repair all equipment. Services will include, but not be limited to preparation of a job proposal for the work including engineering design, execution of each specific service per MPN job program, preparation of a Post-Job Report after completion of the work, inspection, maintenance & repair services for all equipment, calibration services for inspection, measurement, recording & testing equipment and maintenance & archiving of equipment history files (i.e. maintenance and usage log books, preventive maintenance, inspection & test program records, test reports, calibrations & operating data). Contractor's responsibilities include: i. Project Coordination (including Project Management and Job Planning System) ii. Onsite Supervision including but not limited to: a. Liaison with all affected Rig and Platform personnel as appropriate b. Coordination of all services supplied c. Equipment rig up, test and operation d. Provision of well-site data as requested by Company's representative(s) e. Preparation and distribution of end of well reports iii. Technical support including but not limited to: a. Ensuring all equipment is suitable in design and condition for the anticipated well conditions b. Provide load bearing calculations c. Coiled tubing simulation for work planning and execution d. Rig and Platform Surveys to establish equipment needs equipment layout and utility requirements iv. Perform the Work according to the SHE Management System in place for the Nigerian government and/or ExxonMobil Company (Company) v. Perform the Work according to the requirements of the approved Quality Management System |
