Scope | The company announces its need for Provision of Private Security Company for CPF2 Facility Protection. The brief scope of work for this tender shall be inclusive of but not limited to the following: The primary tasks will be to provide: PSC management. Armed guards at 9 watchtowers located around the CPF2 compound. A quick reaction force (QRF) to support the perimeter locations and carry out mobile patrols of the internal area. Armed guards at the 3 main access gates to the compound and to provide unarmed access control staff at the 7 internal compounds. Trained staff to man the PSC operations / control room at the facility to coordinate the security provision and communicate with the main base camp. Contractor should provide 4 x Pick-ups with 4 wheel drive (4x4) capability for dedicated CPF2 perimeter patrolling (diesel fuel type). Three permanent EDD teams deployed at CPF2. One call-off EDD team to be deployed at any other locations if required. Provision of a written daily, weekly and monthly intelligence brief focusing on Missan Province, but including the rest of Iraq. Each December a yearly written intelligence report with security situation assessment for next year should be provided. Additional to this provision the contractor will provide a yearly subscription to a reputable registered Threat Consultants Iraqs spot reports and SITREPS for a limited amount of PCH mail addresses for the duration of the contract. Subscription payment to be made direct by contractor with interface end user to be PCH. Duties at the access points will be to monitor and control access and egress, operate the technical search equipment, including CCTV, X-Ray machine, portal metal detectors and chemical explosive detectors. There will also be a limited requirement to provide ad hoc escorts, for visitors and PetroChina personnel and their subcontractors into the facility. This facility will be operating over a 24 hour period. |
